Salary: $18.47 - $19.14/hour
This position is responsible for planning, organizing, supervises and administering the work of the Business Personal Property Unit, the Business/Personal Property Exempt Property Unit and Leased Vehicles Unit of the Assessment Operations Section. The position is responsible for establishing the correct valuation of business personal property accounts, exempt business personal property accounts, and leased vehicle accounts in Jackson County.
ESSENTIAL JOB FUNCTIONS
KNOWLEDGE, SKILLS, AND ABILITIES
This position is responsible for the administration of all work concerning more than 300,000 real parcels and supervision of associates in the Real Property Unit; responsible for supervising the biennial ad valorem reassessment in compliance with Missouri law , USPAP and IAAO standards; prepares appraisals and defends appraisals, coordinates informal hearings which includes supervision of a phone bank, responding to questions and setting appointments, and defending appraisals appealed to the County Board of Equalization or State Tax Commission. The position is responsible for the valuation of all new real property construction, property splits and combines, and new plats; market studies to redefine neighborhoods and/or verify existing neighborhoods for the biennial reassessment process; maintains complete knowledge of department-used software packages; including, but not limited to CAMA, GIS and payroll.
This position is responsible for performing all administrative and supervisory tasks relevant to the work of the Customer Service Unit; maintaining applicable documentation of any and all changes to the files; supervising all personnel in the Unit, including part-time personnel on special projects assigned by the Director of Assessment; making daily work assignments, training associates and providing technical assistance. The associate assists property owners in person, by phone or correspondence with all matters involving real, business and personal property taxes. The associate is responsible for processing large amounts of paperwork in compliance with deadlines established by state statutes, the courts, and other county offices; looking up assessed value and taxes due and tax clearances; researching deeds, maps, plat books, tax rolls; and other duties as assigned.
This position is responsible for providing work direction, planning, scheduling and supervision of all assigned full-time and seasonal staff; and annual maintenance and oversight of all individual Personal Property accounts. Offices are located in multiple County locations including Kansas City and Independence. The position is responsible for ensuring professional and efficient unit operation through training subordinate staff and by providing operational and administrative oversight. Additionally, the employee assists taxpayers in person, by telephone and through written correspondence; and researching tax roll information through various media. The position also ensures the proper preparation of tax statements, receipts and clearances for personal property. Responsible for testing updates to tax package for stability, consistency and reliability. Responsible for developing automated processes to replace manual processes. Oversees the processing of personal property refunds including approval and rejects.
