Troy Schulte named as County Administrator

Troy Schulte is bringing his vast knowledge of local government across the street from Kansas City to Jackson County. He has been hired as Jackson County’s first County Administrator.

“I’m a firm believer that local governments are the most affective forms of governments right now,” Schulte said. “There is a lot of dysfunction at the federal level and a lot of dysfunction at the state level, but it is county and city governments that are getting the stuff done.”

“I saw a great opportunity with my track record at city hall to bring that to Jackson County and get some stuff done that would further the county and further the region, so it was a good opportunity and I am looking forward to it,” he said.

Schulte recently retired after more than 20 years with the city of Kansas City, the last 10 years as City Manager. During his time with the city, he was responsible for a $1.6 billion annual operating and capital budget and oversaw 18 departments with 7,100 full time employees.

Among the first things he would like to accomplish with the county is to put some best practices in place in terms of the handling of personnel, policies and procedures and financial management. “I want to make sure we are up to date with those issues.”

There are also big capital projects that need to be addressed. He said, “The county courthouse was built in 1934 and it needs a lot of work. We are moving on improvements to the courthouse and the next major project will be the jail. There is no shortage of projects that are important to Jackson County and to the region.”

“Long term, I would love to see us re-establish ourselves as a leader in local government service delivery and be an innovator and an employer of choice. That Jackson County re-establishes itself as one of the premier local governments in the region,” Schulte said.

He is a graduate of Iowa State University with Bachelor’s degrees in History and Economics and a Master of Arts in Urban Economics from the University of Missouri-Kansas City.
