Obtaining a Statement of Non-Assessment

You may be eligible for a waiver (statement of non-assessment) if you did not own a vehicle in Jackson County or in Missouri on January 1 of the previous year.

You must first create an account if you don't have one to determine if you are eligible to receive a waiver. 

You will need to provide the documents below to determine waiver eligibility. These items can be emailed to IPP@JACKSONGOV.ORG or brought in person.
Please note there is a 12-14 business days turn around on emailed documents.

Individual Personal Property staff are located at the Historic Truman Courthouse in Independence. Service is on a first come, first served basis.

 

 


Documents Needed to Request a Waiver

Step 1.If you already have an active Jackson County personal property account:

  • Government issued photo ID.
  • One of the vehicle documentation items below:
    • Title
    • Registration

Step 2.If you are a new resident from another Missouri county:

  • Government issued photo ID.
  • One of the vehicle documentation items below:
    • Title
    • Registration
  • Tax receipt or waiver from your previous county.

Step 3.If you are a new resident from another state:

  • Government issued photo ID or passport.
  • Current Jackson County address.
  • Date you moved into Jackson County.
  • Most recent out-of-state registration.

 

Step 4.If you are a new resident AND a member of the United States Armed Forces:

AND your home of record is in Missouri:
  • Government issued photo ID.
  • LES/DD214
  • Tax receipt or waiver from your previous county.
  • One of the vehicle documentation items below:
    • Title
    • Registration
AND your home of record is NOT in Missouri:
  • Government issued photo ID.
  • LES/DD214
  • One of the vehicle documentation items below:
    • Title
    • Registration
